Senate passes stopgap to avert pre-election shutdown

The Senate passed a stopgap spending bill early Saturday in a 90-6 bipartisan vote to fund the government through Dec. 11, averting a pre-election shutdown. The measure blocks a rule giving political appointees more grant review power, prevents Border Patrol fund transfers, rejects $1 billion for Trump's battleships, and delays a hemp ban for one month. It now goes to the House.
