DOJ opinion urges states to report migrants lacking permanent legal status

The Justice Department concluded Wednesday that states must alert the federal government about migrants without permanent legal status seeking welfare access. The Office of Legal Counsel opinion rescinds Clinton-era guidance, which it said construed the reporting requirement much more narrowly. The decision affects low-income family programs.
