Starknet Puts Independent L1 Research to a Community Vote

Starknet launched a seven-day poll letting STRK stakers and delegators vote on independent L1 research. Any transition away from Ethereum settlement would require a separate governance process. The vote gives the community a say in the network's future direction, though the outcome does not directly change settlement infrastructure without further approval.
