Block Adds Bitcoin Lightning to x402 Standard

Block merged the Lightning payment specification into the x402 standard repository, enabling Bitcoin Lightning payments within the x402 framework. A Python implementation is still awaiting review and real-node testing, marking a step toward broader integration of Lightning for streaming payments and machine-to-machine transactions.
