Senators began to file out of Washington Thursday for a multiweek recess while sitting on a collection of outstanding legislation — including the unfinished farm bill, FISA authorization, annual defense authorization bill and 12 appropriations bills. Majority Leader John Thune (R-S.D.) is leaving it all for the lame-duck Congress after November’s midterms. The Senate formally adjourned without acting on these measures.
