SEC Proposes First Major Transfer Agent Overhaul Since the 1980s, Writing Blockchain Into the Ownership Record

The SEC proposed a major overhaul of transfer agent rules for the first time since the 1980s. The plan would let blockchains serve as the official record of share ownership, rescinding one rule while adding two new ones, and imposing risk-management and cybersecurity duties on firms keeping the books.
