The Lindsey O. Graham Sanctioning Russia Act of 2026 passed a key Senate procedural hurdle by an 86-12 vote. The bill would strengthen sanctions on Russia and Iran, target Russia's shadow fleet of oil tankers, impose a 500% tariff on U.S. imports from Russia, and allow the U.S. trade representative to adjust tariffs on the five largest importers of Russian energy.
