DHS tried to deport Peruvian man to Africa after appeals court ruling blocking third country removals

A federal appeals court late Wednesday had to clarify for the Trump administration that its ruling last week barred them from deporting migrants to third countries, after ICE officials were poised to deport a Peruvian man to the Central African Republic. A three-judge panel for the 1st Circuit Court of Appeals issued the clarification.
