Cuba's Deputy Foreign Minister Carlos Fernández De Cossío said US sanctions are hobbling the island's efforts to overhaul its economy and embrace capitalist reforms. He added that if Washington eases pressure, those transformations can go a long way and become truly irreversible, which is the aim and in theory what the US wants.
