USPS made mail slower to cut costs. Midterm ballots will test the system.

A new Government Accountability Office report finds the U.S. Postal Service is failing to meet even its lowered delivery targets after slowing mail to cut costs. The USPS added one to two days to expected delivery times for some first-class mail, and about 24,000 post offices will lose afternoon collection if they're more than 50 miles from processing centers, disproportionately affecting rural communities.
