Court ruling threatens Republicans' midterm TV ad advantage

A federal appeals court ruled 2-1 that the FCC was wrong to extend discounted candidate broadcast rates to political parties and joint fundraising committees for coordinated ads. The decision could erase a Republican midterm advantage. Republicans plan to appeal, setting up a campaign finance fight. The case was brought by four Democratic candidates.
